The new European Chemicals regulation (REACH) entered into force in June 2007. REACH stands for the Registration, Evaluation, Authorisation and Restriction of Chemicals.
Manufacturers and importers are obliged to register substances they produce or import in quantities over 1 ton per year. The registration requirement applies to substances on their own, in preparations and in articles under special conditions (intentional release).
There is a transitional period to complete the registration process for existing substances with phased-in deadlines of 2010, 2013, and 2018, depending on the annual amounts imported and the hazard of the substance. To benefit from these phased-in deadlines, EU manufacturers and importers must pre-register existing substances by November 2008. Pre-registration allows continued manufacture and import into the EU prior to the registration deadline.
NP supports the objectives of REACH, including protecting human health and the environment. NP is aware of the requirements of the REACH regulation.
It is the Company's expectation that all NP products manufactured in or imported into the EU by NP containing substances that require registration will be pre-registered by raw material manufacturers within the supply chain, NP or by our up-stream suppliers, thus securing the benefit of Phase-in and continued product supply during the transition period.
At present, there are no plans to withdraw any product because of registration concerns and we have not been informed by any of our suppliers of any raw material withdrawals.
The European Chemicals Agency (ECHA) has proposed 16 Substances of Very High Concern (SVHC) for the first candidate list. Our products have been analysed and do not contain any chemical or substance that appears on the initial draft of this list.
1 June 2007 – REACH enters into force
1 December 2008 – deadline for all companies intending to register a substance to the European Chemicals Agency (ECHA) (pre-registration)
1 December 2010 – Registration deadline for manufacturers / importers supplying a substance of above 1000 tonnes per year, or a Carcinogenic, Mutagenic or toxic for Reproduction (CMR) category 1 or 2 substance above 1 tonne per year
1 June 2011 – Notification of Substances of Very High Concern (SVHC) commences
1 June 2013 – Registration deadline for manufacturers/importers supplying a substance above 100 tonnes per year
1 June 2018 – Registration deadline for manufacturers/importers supplying a substance above 1 tonne per year
